Create a custom logon message in Vista

Windows Vista users: Make a custom message display prior to logging into your PC. While IT departments often use this technique to show legal warnings and network policies, you can customize it to say whatever you want. Windows Fanatics explains the simple process.

1. Click Start, All Programs, Administrative Tools and Local Security Policy.
2. Expand Local Policies then Security options.
3. In the details pane double click Interactive logon: Message text for users attempting to log on.
4. Type in the message you want to appear.

lolz xcellent welcome logon message.  I have home premium and i know security policy and group policy have been locked.  is there a way to enable them in these versions and if not then do you happen to know a way to accomplish this without having to open security policy.  

EDIT for HOME PREMIUM VISTA LOVERS: i just went to lifehacker site and found a registry path that will lead you to the proper area. 
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon  

highlight the winlogon treefolder and modify LegalNoticeCaption and also LegalNoticeText with the message of your desire  the latter can be as long as you like because it's diplay properties when shown proves to be a text box approximately 400px by 300px.  I have tried this and it does indeed function on home premium though i've read people complaining that it did not work for them.  I also believe lifehacker never mentioned these two registry values.

Dear Vishal, 

Home premium users get neglected so much  just kidding

but the above post did leave out the folks such as myself who have been denied the personalization that is accompanied with the Business/Enterprise/ULTIMATE!!  versions.  Lifehacker also failed to provide a solution for Home Premium but did show which direction to go. 

I would also like to read your tutorial but have been unsuccessful in finding it.
