Hey, whenever i try to extract files into % windir, It says access denied. Why so? what should i do Mr Vista?

It means you are not logged in as Administrator. Login as admin and then you'll be able to extract the file.

Ihave logged in as adm only. Still it's not extracting. Should I disable user account control?

Try to extract the contents at other location and then manually copy the Theme folder to "%windir%\Resources\Themes".
