Best Option - Upgrade or New PC 

I've a Intel Pentium 4 CPU 2.40 GHz system. Will it be better to upgrade the system by adding additional hardwares or purchase a new system with Intel Core Duo?

I need to add extra RAM, Hard Disk, DVD Drive and a Graphics Card (NVidia) for Windows Vista if I plan to upgrade. But I require opinions.

If budget is no constraint, you can straight away go for completely new machine, else You can upgrade RAM , HD, DVD writer, Graphics card PCIe based.
But you have to balance between them as your earlier Hard disk may not be SATA , And if you again purchase HD/ DVD drive , it may not be SATA which again may not be suitable for future Mother boards , though some of them have support for both.
So you have to take decision considering these factors. make a comparison budget wise how much is the difference for an upgrade and a completely new system. Anyway you can use the monitor for the upgraded system or can go for new 17" atleast..
Anyway Vista will run on your present system also , if you are having RAM atleast 512M and hard disk of atleast 10GB.

Depends on your motherboard-how much RAM it will support.Best will be visit Vista's home page and check what are the minimum hardware required for upgrading to Vista.

In my point of view,

                          Your present system configuration is good. Try to see Vista H/W Configuration Page and also see the Vista Upgrade Advisor. The Newer version of Upgrade Advisor scans entire system and displays the Upgrade Report with solutions.

It depends on your budget and what performance u wanna from ur system

 

if u have better buy a newone or u can upgrade old one and ahve noew one after some time.
