System 32 File Attribute Change: "Access Denied" 

Hi, i need to change a file in my system32 folder to "read only" (zllictbl.dat), but when i click "apply" it pops up the message "Acces denied".

How can i get around this as i'm the administrator and haven't had any luck googling for a solution. Please, any help will be very appreciated!
