I think that the hardware is the main culprit so please do post your configuration here. And if you want to make it a little faster then use a different antivirus like avg, avast than symantec as it really slows down the system. and even vista inspirat slows down the computer, preferably uninstall it! use classic theme a don't need from turn off features you don't need from control panel->sytem->advanced->performance->choose ''adjust for best performance''. also make sure you have enough virtual memory, just go to control panel->sytem->advanced->performance->advanced->virtual memory->the size of the virtual memory should be atleast the twice of your ram. also defrag, run disk cleanup  also update the antivirus and your spybot anti spyware definitions regularly and run full scan atleast once a week to make sure that virus or other things like trojans are not creating the problem!

Your system is infected with virus thats why you are facing problems. Please fix following entries:

O4 - HKLM\..\Run: [runwinlogon] C:\WINDOWS\winlogon.exe
O23 - Service: CcEvtSvc - Unknown owner - C:\WINDOWS\System32\CcEvtSvc.exe

You can also fix following entries which will definitely make your system faster:

O4 - HKLM\..\Run: [TkBellExe] "C:\Program Files\Common Files\Real\Update_OB\realsched.exe" -osboot
O4 - HKLM\..\Run: [KernelFaultCheck] %systemroot%\system32\dumprep 0 -k
