You can not visit secured sites 

When you try to visit any secured site you get -"Page can not be displayed" error

Resolution:-

In Internet Explorer -
1. Tools > Internet Options > Advanced
2. Scroll down to the Security Settings.
3. Make sure that the two boxes are checked that say
"Enable SSL 2" or "Enable SSL 3".
Try your sites.

Another thing you can try:-

Go to Strat>Run
Type in: regsvr32 softpub.dll
Press Enter or click OK

There are lot of articles and updates available in Microsoft related to issues visiting secured web pages with IE. I believe that a article was contributed by Mr. Sengupta himself (http://support.microsoft.com/?kbid=555295). However, I found third party firewall like Norton one of major causes. From my personal experience, Norton do create a lot of issues related to secured web page issues. Haven't worked with McAfee much. Believe they too have similar feature. Norton has a feature to block access to secured web pages. The feature can be disabled from -

Open Norton Internet Security - Click on "Status and Security" - "Personal Firewall" - Configure - Advanced tab - General Rules - Un-check "Block access to secure sites" - Click OK to close the windows.

I recomand, before proceding, Open Interent Explorer, click on "Help" and go to "About" and check which version of Internet Explorer you are using. If your a Internet Explorer 5.5 or early version user, then SSL is not supported and thus it can not allow you to ENTER secured web sites i.e https site's. So check your internet explorer's version first. Requirement is Internet explorer 6 atleast to be able to get access to https or secured web site's. Or alternative solution is "FireFox" 1.5.x
