^^ Open regedit and goto:

HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetrics

In right-side pane, create a new STRING value "MinWidth" if not present and set its value to any custom number. You'll need to play with the value to increase/decrease taskbar button size. Log off to take affect.
